I wouldn't buy totally into Mark's disappointment. I know little of the process or the decision itself but, the winner is an education consultancy, and I'm sure will be looking for support to deliver on their promises...
You're almost certainly right. But that begs the question why they didn't go direct to the font of wisdom rather than doing it indirectly...
