Data Portals Become Fashionable: Time to Worry?

Yesterday I mentioned Nigel Shadbolt, who has played a leading role in the opening up of government data in the UK. By chance, I've just come across a report [.pdf] he wrote for the EU about doing much the same, but on a larger scale. Curiously, this is dated 15 December 2010, but this is the first I've seen it. Either it's been buried deep within the Brussels system, or I've been remiss in catching it. Either way, it's still well worth reading.

Portuguese Schools Learn About Open Source

It's always seemed to me one of the biggest problems for free software that it's not well known in schools. As Microsoft understands - and as Apple first learned - if you get them young, you've pretty much got them forever. So it's good to see efforts being made to spread the open source word in the educational world, like this new effort by the Portuguese Ministry of Eduction:

Potenciar a utilização de software livre nas escolas, aumentando as oportunidades inerentes à sua adopção, é a base para a criação deste portal.

Procuramos divulgar e apoiar as Escolas na utilização de software livre para os vários Sistemas Operativos.

O Portal estará em constante actualização, pelo que convidamos todos os utilizadores a enriquecer este projecto submetendo novas ferramentas, notícias e hiperligações, assim como, estão também desde já convidados a participar no fórum.

The Value of Free Content

One of the constant themes of this blog is that there's plenty of money to be made by giving away things for free. Here's an interesting study by Neil Thurman of the UK newspapers sector that confirms precisely that:

Advertising is relevant to the issue of content charging because, to a certain extent, there is a trade-off between them. Content charging, by limiting access, reduces the number of users to whom a page is exposed. When FT.com introduced a subscription barrier to parts of its content in May 2002, user numbers fell dramatically, as did its advertising revenue (Ó hAnluain, 2004). Conversely, when Times Online removed the subscription barrier it had imposed on overseas users, it experienced a “huge” increase in traffic (Bale, 2006).

Users are put off by having to pay, but traffic is also affected for technological reasons. Content charging can alienate sites from search engines and aggregators like Google (Outing, 2005). Similarly, imposing a subscription barrier also isolates newspaper websites like the Wall Street Journal’s WSJ.com from blogs, a growing source of traffic (Penenberg, 2005). In the current market, many newspapers feel that the revenue they could gain from content charging would be less than what they would lose in advertising. Even the UK newspapers who are currently charging for significant amounts of content — FT.com, Independent.co.uk, and Scotsman.com—can see the potential benefits of dropping these barriers


A companion study indicates that opening up can bring with it some unexpected benefits:

Some British news websites are attracting larger audiences than their American competitors in US regional and national markets. At the British news websites studied, Americans made up an average of 36 per cent of the total audience with up to another 39 per cent of readers from countries other than the US. Visibility on portals like the Drudge Report and on indexes such as Google News brings considerable international traffic but is partly dependent on particular genres of story and fast publication times.


Opening up means that users get to decide whether to read you, and that quality often wins out. Newspapers with closed content are unlikely to attract this kind of passing trade, and will therefore lose global influence as well as advertising revenue. (Via Antony Mayfield.)

Urban Forest Tracker = Open Source 2.0?

Traditionally, open source has been most successful when applied to generic, mainstream software categories - operating systems, Web servers, browser etc. Specialised, vertical applications have not generally been thought suitable, because the pool of interested people who can contribute bug reports and fixes is small.

But the appearance of this open source urban forest tracking system suggests we may be entering a new phase:

In urban San Francisco, the public works department and nonprofit organizations work together to preserve and expand tree life as part of that city's efforts to create sustainability. The city today unveiled a new Web portal and open source application that will help those agencies, and the general public, keep tabs on a growing urban forest.

This new project will probably work not so much because there is a huge untapped group of urban forest tracking system hackers just waiting to hit some code, but because there are plenty of tree-huggers who will help debug the system and input data. In other words, these new kinds of open source projects - call them open source 2.0 - only require a small core of coders to maintain, but survive and thrive thanks to the larger group of suppliers of open data.

Blog + Portal = Blortal = Meta-Blog

One of the roots of blogs was in the lists of interesting sites for a particular field. But blogs are now so numerous that we need metablogs - lists of blogs within a particular area. Here's one, offering a fine collection of academic blogs, arranged by subject in a wiki. It calls itself a portal, though blortal might be more appropriate.
