Openness as the Foundation for Global Change

What do you do after Inventing the Web? That's not a question most of us have to face, but it is for Sir Tim Berners-Lee. Heading up the World Wide Web Consortium to oversee the Web's development was a natural move, but valuable as its work has been, there's no denying that it has been sidelined somewhat by the rather more vigorous commercial Web activity that's taken place over the last decade.

Moreover, the kind of standards-setting that the W3C is mostly involved with is not exactly game-changing stuff – unlike the Web itself. So the recent announcement of the World Wide Web Foundation, also created by Sir Tim, has a certain logic to it.

Sir Tim: "Public Data is a Public Good"

The man - er, knight - himself comments on the opening up of the Ordnance Survey, and concludes with these thoughts:

Data is beginning to drive the Government’s websites. But without a consistent policy to make it available to others, without the use of open standards and unrestrictive licences for reuse, information stays compartmentalised and its full value is lost.

Openly available public data not only creates economic and social capital, it also creates bottom-up pressure to improve public services. Data is essential in enabling citizens to choose between public service providers. It helps them to compare their local services with services elsewhere. It enables all of us to lobby for improvement. Public data is a public good.

Has Ordnance Survey Managed to Find a Clue?

This is better than I was expecting:


Speaking at a seminar on Smarter Government in Downing Street later today, attended by Sir Tim Berners-Lee and Professor Nigel Shadbolt, the Prime Minister will set out how the Government and Ordnance Survey, Great Britain’s national mapping agency, will open up its data relating to electoral and local authority boundaries, postcode areas and mid scale mapping information.

The Government will consult on proposals to make data from Ordnance Survey freely available so it can be used for digital innovation and to support democratic accountability.

Specifically:

Data relating to electoral and local authority boundaries as well as postcode areas would be released for free re-use, including commercially. Mid-scale digital mapping information would also be released in the same way.

...

The highest-specification Ordnance Survey products and services – such as those used by property developers or the utility companies – would be charged for on a cost-reflective basis.

This suggests that people in government are gradually beginning to understand that they can give away much of their data - well, actually, *our* data - and still generate revenue by targetting particular remunerative sectors.

I was also interested to read this:

Freely available facts and figures are essential for driving improvements in public services. It puts information, and therefore power, in the hands of the public and the service providers to challenge or demand innovation in public services.

The Prime Minister has set out the importance of an open data policy as part of broader efforts to strengthen democracy – creating a culture in which Government information is accessible and useful to as many people as possible in order to increase transparency and accountability, improve public services and create new economic and social value.

Now, I'm not so naïve as to believe this signals a massive sea-change in the present UK government's attitude to open data, openness and transparency. But what's significant is that it clearly feels the need at least to mouth the words: that is, it's aware that it is not in Kansas any more, and that the Ordnance Survey in its current form won't be providing any maps for them....

The Next Bill Gates, or the Next Tim B-L?

On Twitter, I have just been followed by @nextbillgates, which is associated with the eponymous Web site:

Consider yourself to be an IT wizard – just like Bill Gates?

If the answer is yes, why not enter our brand new, national search to find the UK version of the next Bill Gates?

This is rather sad. If we're searching for an "IT wizard" to hold up as an example, why not look closer to home, and choose Sir Tim Berners-Lee? He not only invented the Web, he *gave it away*, as one of the most glorious acts of altruism we've seen in recent years, kick-starting technological, economic and social changes that are probably unmatched since the Industrial Revolution.

Isn't that something worth celebrating, and encouraging others to emulate? Or are we so mired in greedy materialism that we must instead hold up a man who not only accumulated a truly obscene amount of money by overcharging people for defective software through smart marketing, but is also founder of a company that was found to be a monopoly?

What kind of future do we really want: one based on taking, or one based on giving?

An Open Letter to Sir Tim about Open Government

Without doubt, one of the most exciting recent developments in the world of openness has been the sudden fervour with which the British government is espousing transparency. Of course, it is only doing so after some enforced openness showed what goes on in the absence of scrutiny; but these things attain a momentum of their own, so whatever politicians might *really* think or want, they are probably now trapped in a one-way street of openness....

Urgent: Please Write to your MEPs about Amendment 138

Sorry, it's time to get those virtual quills out, and to write to your MEPs. There's a crucial vote coming up in the next couple of days that may see net neutrality killed in Europe thanks to the British and French governments. La Quadrature du Net has the details; here's my letter:

I am writing to ask you to urge your colleagues, particularly those on the ITRE committee, to vote in favour of amendment 138/46 to the Telecoms Package, and not to allow it to be deleted or watered down in any way – for example, by making it an indicative recital instead of an article.

As a journalist who has been writing about the Internet since 1994, I know how important it is that the connection is provided without any technical restrictions. This is the only way that innovations can emerge – indeed, the British inventor of the Web, Sir Tim Berners-Lee, has said that if restrictions of the kind that the striking of amendment 138/46 will allow were in place back in 1989, the Web would never have taken off. This means that if the amendment is dropped or weakened, Europe may well miss out on the next Internet revolution – hardly what the European Union is seeking to do with its wider support for innovation.

To its great credit, the European Parliament has consistently fought to retain this protection for users, and I urge you and your colleagues to continue to stand up for European citizens who are being sidelined by the proposal from some governments to drop amendment 138/46.

Please send your own variation before tomorrow evening. Remember: it's *your* Internet they want to ruin.

Save the European Internet – Write to Your MEPs (Again)

Last week I was urging you to write to a particular set of MEPs about proposed changes to the Telecoms Package, which is wending its slow way through the European Union's legislative system. Now it's time to write to *all* you MEPs, since a crucially important vote in a couple of committees is to take place tomorrow. You can read more about what's been happening and why that's a problem on the La Quadrature du Net site, which also offers a detailed analysis of the Telecom Package and the proposed amendments.

Here's what I've just sent to all my MEPs using WriteToThem:

I am writing to ask you as my representative to contact your colleagues on the IMCO and ITRE committees about crucial votes on the Telecoms Package, taking place in 31 March. At stake is nothing less than the future of the Internet in Europe. If amendments being supported by AT&T and others go through, the main driver of the Internet – and with it, online innovation – will be nullified.

This would be deeply ironic, since it was in Europe that the most important online innovation of all – the Web – was invented. In fact, no less a person than Sir Tim Berners-Lee, its inventor, has warned (at http://dig.csail.mit.edu/breadcrumbs/node/144) that the loss of net neutrality – which is what some of the proposed amendments would lead to – would have made it impossible for him to have carried out his revolutionary work. If we wish Europe to remain in the forefront of digital innovation, it is vital that the net neutrality of the Internet be preserved.

This is a complex issue – I personally find it very difficult to navigate through the many conflicting options before the committees. Fortunately, others have already done the hard work, and boiled down the recommendations to the following.

For your colleagues on the IMCO committee, please urge then to:

Vote against the amendments authorizing “net discrimination” and guarantee it is not put in place, by :

rejecting amendements 136=137=138 pushed by AT&T (and the related recitals 116, 117=118)

voting for amendment 135 bringing protection against “net discrimination”

as a default, if the first ones were all rejected, vote for ams 139+141

Vote for positive protection of EU citizens' fundamental rights in amendments 72=146

Vote for protecting EU citizens' privacy by rejecting amendment 85 and voting for am. 150.

Similarly, for those on the IMRE committee, please ask them to:

Protect EU citizens fundamental rights and freedoms by voting for amendment 46=135 (first reading amendment 138).

Reject the notion of “lawful content” in amendment 45 for it is a major breach to the technical neutrality of the network, would turn operators into private judges, and open the door to “graduated response” (or “three strikes”) schemes of corporate police.

Sadly, this is really important and really urgent. Please add your voice if you can, or the Internet as we know may cease to exist in Europe soon, to be replaced with something closer to a cable TV service. You have been warned.

The Marvellous Mr. arXiv

Paul Ginsparg is one of the key players in the world of open access. Indeed, he was practising it online before it even had a name, when he set up the arXiv preprint server (originally known simply by its address "xxx.lanl.gov"), which has just celebrated its half-millionth deposit:


arXiv is the primary daily information source for hundreds of thousands of researchers in many areas of physics and related fields. Its users include the world's most prominent researchers in science, including 53 Physics Nobel Laureates, 31 Fields Medalists and 55 MacArthur Fellows, as well as people in countries with limited access to scientific materials. The famously reclusive Russian mathematician Grigori Perelman posted the proof for the 100-year-old Poincare Conjecture solely in arXiv.

Journalists also use the repository extensively to prepare articles for the general public about newly released scientific results. It has long stood at the forefront of the open-access movement and served as the model for many other initiatives, including the National Institute of Health?fs PubMedCentral repository, and the many institutional DSpace repositories. arXiv is currently ranked the No. 1 repository in the world by the Webometrics Ranking of World Universities.

"arXiv began its operations before the World Wide Web, search engines, online commerce and all the rest, but nonetheless anticipated many components of current 'Web 2.0' methodology," said Cornell professor Paul Ginsparg, arXiv's creator. "It continues to play a leading role at the forefront of new models for scientific communication."

Given his pivotal role in the open access, it's good that Ginsparg has expanded on that rather compressed history of his work in a fascinating romp through both the creation of arXiv and his own personal experience of the nascent Internet and Web.

Here's a few of the highlights:

I first used e-mail on the original ARPANET — a predecessor of the Internet — during my freshman year at Harvard University in 1973, while my more business-minded classmates Bill Gates and Steve Ballmer, the future Microsoft bosses, were already plotting ahead to ensure that our class would have the largest average net worth of any undergraduate year ever.

At the Aspen Center for Physics, in Colorado, in the summer of 1991, a stray comment from a physicist, concerned about e-mailed articles overrunning his disk allocation while travelling, suggested to me the creation of a centralized automated repository and alerting system, which would send full texts only on demand. That solution would also democratize the exchange of information, levelling the aforementioned research playing field, both internally within institutions and globally for all with network access.

Thus was born xxx.lanl.gov, initially an e-mail/FTP server.

In the autumn of 1992, a colleague at CERN e-mailed me: “Q: do you know the world-wide-web program?” I did not, but quickly installed WorldWideWeb.app, coincidentally written by Tim Berners-Lee for the same NeXT computer that I was using, and with whom I began to exchange e-mails. Later that autumn, I used it to help beta-test the first US Web server, set up by the library at the Stanford Linear Accelerator Center for use by the high-energy physics community.

That sceptical attitude regarding the potential efficacy of full-text searching carried over to my own website’s treatment of crawlers as unwanted nuisances. Seemingly out-of-control and anonymously run crawls sometimes resulted in overly vociferous complaints to network administrators from the offending domain. I was recently reminded of a long-forgotten incident involving test crawls from some unmemorably named stanford.edu-hosted machines in mid-1996, when both Sergey Brin and Larry Page graciously went out of their way to apologize to me in person at Google headquarters for their deeds all those years ago.

no legislation is required to encourage users to post videos to YouTube, whose incentive of instant gratification comes through making personal content publicly available (which parallels with the scholarly benefit of voluntary participation in the incipient version of arXiv in 1991.)

Is Sir Tim B-L Distancing Himself from the W3C?

When you've invented probably the most important technology for fifty years – and then magnanimously given it away – it's hardly surprising if your every move is seized upon. And yet in the case of Sir Tim Berners-Lee's latest wheeze, I've been struck by the paucity of real analysis. Most commentators have been happy to applaud its obviously laudable intentions. But I wonder whether there might be more to the move than meets the eye....

The Free Web: 15 Years Old Today

It was exactly 15 years ago that the Web was made free:

Heute vor 15 Jahren erhielten Tim Berners-Lee und Robert Cailliau vom Genfer Kernforschungszentrum CERN die offizielle Erlaubnis, den Code der ersten Web-API und Webservers libwww als freie Software zu vertreiben.

[It was 15 years ago today that Tim Berners-Lee and Robert Cailliau received official permission from the Geneva research centre CERN to distributed the first Web-API and libwww web server as free software.]

I somehow doubt whether things would have come so far, so fast if Sir Tim or CERN had tried to make money from this whizzo Web idea.

XML People: Tim B on TimBL

Here's a rather wonderful document by Tim Bray, one of the key people in the XML world, and someone who evidently knows everyone else there:


XML is ten years old today. It feels like yesterday, or a lifetime. I wrote this that year (1998). It’s really long.

It's also really good for its witty pen portraits of XML notables. Here's a sample: Tim B on TimBL:

TimBL is thin, pale, and twitchy, a well-bred British baby-boomer who circumlocutes and temporizes and gets to the point slowly. Englishly, he deplores confrontation and can find a way to paint any blood-feud in the colours of unfortunate misunderstanding. His publications suggest strong idealism, an overriding vision of the future of information space. His detractors say he’s a good second-rate programmer who was at the right place at the right time and got lucky. The McArthur foundation says he’s a genius. I can’t figure out what he’s getting at half the time, or why he does things, but I’ve known a couple of real geniuses and that’s not necessarily a symptom.

However, I take exception to that idea of TimBL being "a good second-rate programmer who was at the right place at the right time and got lucky." Not so much because it's insulting Sir Tim, but because I think it misses the point entirely. Like RMS's, TimBL's greatest contribution is not actually technical: it is ethical.

Had he not put his code into the public domain - after briefly flirting with the idea of licensing it under the GNU GPL - the Web would not have become the greatest invention of the late 20th and early 21st centuries. It is for his inspired altruism that we salute Sir Tim - not for anything so trivial as a markup language.

Tim B-L: On Moving from the WWW to the GGG

Tim Berners-Lee is an inconic figure for a reason: he's actually rather sharp. This makes his rare blog posts important and interesting - none more so than his most recent one about the Giant Global Graph (GGG):

In the long term vision, thinking in terms of the graph rather than the web is critical to us making best use of the mobile web, the zoo of wildy differing devices which will give us access to the system. Then, when I book a flight it is the flight that interests me. Not the flight page on the travel site, or the flight page on the airline site, but the URI (issued by the airlines) of the flight itself. That's what I will bookmark. And whichever device I use to look up the bookmark, phone or office wall, it will access a situation-appropriate view of an integration of everything I know about that flight from different sources. The task of booking and taking the flight will involve many interactions. And all throughout them, that task and the flight will be primary things in my awareness, the websites involved will be secondary things, and the network and the devices tertiary.

This is probably the best thing I've read about social graphs, not least because it anchors a trendy idea in several pre-existing areas of serious Webby development. (Via Simon Willison's Weblog.)

Mobilising Tim Berners-Lee

Tim on mobile openness:

On the opening day of Mobile Internet World in Boston, the man credited with inventing the World Wide Web told a packed hall that the mobile Internet needs to be fully and completely the Internet, nothing more and nothing less. It needs to be free of central control, universal, and embodied in open standards.

“The Web is an open platform on which you build other things,” he said. “That’s how you get this innovation. The Web is universal: you can run it on any hardware, on any operating system, it can be used by people of different languages…It’s a sandbox where people can [play and] exercise their creativity. It’s very important to keep the Web universal as we merge the Internet with mobile.”

Webly Openness from the Horse's Mouth

Sir Tim has been talking to a bunch of boring politicians. Here's my favourite bit - a neat distillation of why Net neutrality matters:

When, seventeen years ago, I designed the Web, I did not have to ask anyone's permission. The Web, as a new application, rolled out over the existing Internet without any changes to the Internet itself. This is the genius of the design of the Internet, for which I take no credit. Applying the age old wisdom of design with interchangeable parts and separation of concerns, each component of the Internet and the applications that run on top of it are able develop and improve independently. This separation of layers allows simultaneous but autonomous innovation to occur at many levels all at once. One team of engineers can concentrate on developing the best possible wireless data service, while another can learn how to squeeze more and more bits through fiber optic cable. At the same time, application developers such as myself can develop new protocols and services such as voice over IP, instant messaging, and peer-to-peer networks. Because of the open nature of the Internet's design, all of these continue to work well together even as each one is improving itself.

A Framework for Web Science

That's the title: as dull as ditchwater. The abstract sounds machine-generated:

This text sets out a series of approaches to the analysis and synthesis of the World Wide Web, and other web-like information structures. A comprehensive set of research questions is outlined, together with a sub-disciplinary breakdown, emphasising the multi-faceted nature of the Web, and the multi-disciplinary nature of its study and development. These questions and approaches together set out an agenda for Web Science, the science of decentralised information systems. Web Science is required both as a way to understand the Web, and as a way to focus its development on key communicational and representational requirements. The text surveys central engineering issues, such as the development of the Semantic Web, Web services and P2P. Analytic approaches to discover the Web’s topology, or its graph-like structures, are examined. Finally, the Web as a technology is essentially socially embedded; therefore various issues and requirements for Web use and governance are also reviewed.

But since it comes from Sir Tim, it is, almost by definition, important. At least it's all available online.
